There is one method to begin creating a center mark:

Select circle or arc
Begin creating a center mark by selecting a circle, arc or polyarc. Depending
on the current value of the CENTERMARKEXE system variable, the center mark is
drawn with or without extension lines. Additional center settings further
control the appearance of centermarks.
The center mark is associative, so when the arc or circle is moved or resized,
the centermark follows.
